Which industries can claim?

To qualify for R&D tax relief, a project must seek a genuine advance in science or technology, tackling an uncertainty that a competent professional in the field couldn't readily resolve. Routine development or minor improvements don't qualify. HMRC doesn't define eligibility by sector, and that's by design. It's about what your business is actually doing.

What costs can be claimed?

Once you've established that your project qualifies, the next step is identifying which costs are eligible. HMRC allows you to claim against both direct and indirect costs involved in the project. Indirect costs cover tasks that form part of the project but don't directly contribute to resolving the uncertainty. The direct cost categories, which form the core of most claims, include:

  • Staff costs
    Gross salaries, employer's National Insurance, and pension contributions for employees directly involved in R&D activity.
  • Consumables
    Materials and resources used or transformed during the R&D process, such as components, fuel, or water.
  • Software and data
    Licences for software used in R&D activity. Cloud computing and data costs are also eligible for accounting periods beginning on or after 1 April 2023.
  • Subcontractors and agency staff
    Where R&D work is outsourced or carried out by externally provided workers, a proportion of those costs can be included in the claim.
  • Clinical trials
    Payments made to volunteers participating in clinical trials, for example those testing new drugs or medical techniques.
